The China Institute at the University of Alberta (CIUA) is pleased to publish this Occasional Paper, titled “Foreign Investment Review in Canada: Assessing Chinese Investment amid a Re-Evaluation of the Investment Canada Act.” As Canada confronts historic global and bilateral challenges, the question of how to best access and evaluate incoming Foreign Direct Investment (FDI) - with particular regard for China – is now in full view. This paper provides an in-depth analysis of the factors critical to the review of the Investment Canada Act (ICA) undertaken by the Standing Committee on Industry, Science and Technology (INDU) in 2020, in light of the COVID-19 pandemic. This paper specifically focuses on Chinese investment and the Canada-China relationship. It further incorporates data from the China Institute’s China-Canada Investment Tracker, allowing the CIUA to contribute an informed and data-oriented perspective regarding China’s investment activitity in Canada to the current national investment review discussion
